| 清末民初是中国近代化的开
始，是第一次全面开放、逐渐融入西方主
导的资本主义市场体系的过程，与当今席
卷全世界的经济全球化过程有着某种程
度上的相似性。特别是相对于我国传统
的工官体系和工部等管理机构是在皇权
体制下的产物，清末民初的城市规划建设
管理机构的变迁则是逐渐适应市场经济
发展需要的过程。因此，关于清末民初城
市规划建设管理机构变迁的研究，对研
究当今城市规划建设管理机构的职能与
制度建设具有一定的借鉴意义。 |

| The Change of the Regulatory Agency of Urban Planning and Construction in Late Qing Dynastyand the Early Republican Period |

| Abstract: |
| The Late Qing Dynasty and the Early Republican Period witnesses the
process of the modernization in China as well as China’s first time to open to the
world and gradually merging into the western-conducted market economy and
capitalistic system. Compared with China’s traditional Institution of Building
Officials and the Ministry of Works in feudal China, both the product of imperial
system, the change of the regulatory agency of Urban Planning and Construction
Management actual ly adapt s to the need of ma rket economy development.
Therefore, the research in the change of regulatoryagency about Urban Planning and
Construction Management in this special period is meaningful to the function and
system construction of agencies today. |
