基于地质灾害风险评价的山地城市规划应对策略* ——以石棉县总体规划为例

山地环境脆弱性导致的地质灾 害风险是山地城市规划需要密切关注的 问题之一,本文以石棉县总体规划为例, 探索了基于地质灾害风险评价的山地城 市规划应对策略,提出了以区域生态安 全格局构建、城镇体系适应性布局、中心 城区空间规划灾害应对(选址,密度分 区,防灾空间建设)、建设用地灾害点安 全治理为主线的系统性规划应对策略。

Urban Planning Strategies for Mountainous Cities Based on Geological Disaster Risk Assessment—A Case Study of Comprehensive Planning of Shimian County

Abstract:
The geological disaster risk caused by vulnerability of mountain environments is one of the problems that the urban planning for mountainous cities should pay close attention to. This paper takes the comprehensive planning of Shimian County as an example, explores the urban planning strategies for mountainous cities based on geological disaster risk assessment. It proposes systematical planning strategies which take the main thread of the construction of regional ecological security patterns, the adaptive layout of urban system, the disaster prevention for the spatial planning in the central area (site selection, density zoning, and space building for disaster prevention), as well as safety governance of construction land for disaster spots.
