| 保护制度是历史遗产保护活动
有效开展的重要保障，而法律制度是保
护制度的核心。美国历史遗产保护正是建
立在坚实的法律基础之上而取得明显成
效。介绍了美国历史遗产保护的多层次法
律体系，以及以法律为基础的历史遗产管
理系统和建立在法律框架下的经济激励
政策；并对我国历史遗产保护制度建设
提出了建议。 |

| Preservation system is the important guarantee of historic preservation
activities, while legal system is the core of historic preservation system. Historic
preser vation in Amer ica is on the fir m legal basis. T his paper gives a general
introduction to the legal system of historic preservation in America, the historic
preservation management system and economic incentive based on the legal system.
Finally, it puts forward some suggestions on the construction of historic preservation
system in China. |
