| 城市化的快速发展使城郊农业
用地面临着被蚕食的巨大威胁。城郊农
业用地一直处于被动适应的状态，如何
将被动引向主动对自然环境保护与城市
用地控制十分重要。主动性战略是促进
城郊农业自我维护的基本思想战略，通
过对主动性战略方针的解析，结合宝鸡
市渭河南部台塬区生态建设规划实践，
提出了农业用地主动性规划的思路与方
法：构建生态网络空间结构；协调发展城
乡用地布局；发展多元绿色产业。同时，
在管理控制上，将生态原则纳入法律体
系，强调城乡各部门的协作管理。 |

| A Study on Peri-urban Farm Land Control Based on the Proactive Strategy— Taking the Ecological Construction Planning of the Southern Part of the Weihe River in Baoji City as an Example |

| Peri-urban farm land is always in the passive state, therefore, it’s very
important to switch the peri-urban farm land from passivenenss to proactiveness
so as to protect environment and control land use. Proactive strategy is regarded as
a basic way of promoting self-maintenance of peri-urban agriculture. This paper
conducts a comprehensive analysis of proactive strategies and then proposes the
ways of proactive planning combining the ecological planning practices in Taiyuan
Dist r ict, Baoji Cit y. T he major plan ni ng approaches and ideas are as follows:
building ecological cyberspace str ucture, coordinating the development of farm-land, and developing the diversified ecological industry. Simultaneously, in terms
of management and control, ecological principles should be introduced into legal
system and cooperative management between different urban and rural departments
should be attached great importance to. |
