| 摘要: |
| 城市近郊农用地具有显著的公
益价值，在各部门多头管理、利益主体多
元化的背景下缺乏有效管控，不断被城市
建设侵占。城市规划应发挥统筹城乡空间
的龙头作用，将近郊农用地纳入城市规划
安排，通过提升近郊农用地的规划地位，
采取协作式规划模式协调各利益主体和
各部门计划，并将规划管控措施落实到总
规和控规层面，以有序组织城市空间拓
展并最大限度地保护农用地。 |

| Rapid urbanization is imposing great impact on peri-urban far mland.
Based on collaborative planning model, four urban-planning strategies are discussed
as follows: attaching great impor tance to far mland; coordination of interests in
every aspect; integration of each government department’s plan; perfect measure on
master plan and regulatory plan. |
