| 本文在评述国内外宜居城市规划与建设实践经验的基础上，应用住房与城乡建设部2007年通过的《宜居城市评价指标体系》对福建莆田市的城市宜居性进行了评价，提出宜居莆田建设的重点在于提升城市的品质，并通过制定宜居莆田建设框架提出了宜居莆田的规划建设的途径，包括与总体规划衔接、开展城市总体空间布局规划、推进规划试点项目、制定工作推进机制等。 |

| Abstract: |
| Based on review of the practice of livadle city at home and abroad,this article evaluates the livability of Putian City,Fujian Province,using the Evaluation Index system of Livadle-city which have been checked and accepted by the Ministry of Urban and Rural Construction.Then this article proposes the relevant strategy for the planning and construction,including the connection with the general plan,carry-ing out the overall spatial layout of urban planning ,promoting the pilot projects and formulating the rela-tive mechanism. |
