基于技术研发和技术应用双重视角的中国城市创新网络特征再研究

摘要:
中央城市工作会议提出“发展组团式、网络化的现代化城市群和都市圈”和“着力建设富有活力的创新城市”。城市创新网络的研究回应了以上两个关切课题。然而既有研究都集中关注单一维度的创新活动,对城市之间实际的关联网络反映不够全面。本文基于创新链全过程的视角,从技术研发和技术应用的两个维度对中国城市创新网络特征重新审视并进行对比,结果发现:中国城市技术研发网络中更多作用于高端制造领域,而中国技术转移网络更多作用于传统制造领域;城市在两类网络中的实力具有相关关系,也存在差异,其中直辖市和省会城市在技术研发网络中发挥的引领作用十分突出,经济发达的地级市尽管在研发网络中实力一般,然而在技术转移网络中却承担重要的“技术消费者”角色;两类网络的格局形成都受到我国特殊的制度语境的影响,网络中创新资源的配置受到政府和市场双重力量支配;两类城市创新网络的演化都表现出 “路径依赖”和“路径突破”并存的特征。

Restudying the Characteristics of Chinese Urban Networks from the Perspective of Innovation Chain Process

Abstract:
The Central Urban Work Conference proposed to "develop modern urban agglomerations and metropolitan areas in a clustered and networked manner" and "focus on building dynamic and innovative cities". The research on urban innovation networks responds to these two concerns. However, existing studies have mainly focused on a single dimension of innovation activities, and have not comprehensively reflected the actual inter-city connection networks. Based on the perspective of the entire innovation chain, this paper re-examines and compares the characteristics of China""s urban innovation networks from the two dimensions of technology research and development and technology transfer. The results show that China""s urban technology research and development network is more active in the high-end manufacturing field, while the technology transfer network is more active in the traditional manufacturing field; the strength of cities in the two types of networks is related but also has differences. Among them, municipalities directly under the Central Government and provincial capitals play a leading role in the technology research and development network, while economically developed prefecture-level cities, although their strength in the research and development network is average, play an important role as "technology consumers" in the technology transfer network; the formation of the patterns of the two types of networks is influenced by China""s special institutional context, and the allocation of innovation resources in the networks is dominated by both government and market forces; the evolution of the two types of urban innovation networks both exhibit the coexistence of "path dependence" and "path breakthrough".
