农村居民感知导向的人居环境质量分级评价模型

摘要:
农村人居环境质量分级评价是衡量当前环境整治建设进程、识别主要短板以持续改 进的重要环节。针对人居环境质量异质性意见、多元愿景诉求、需均衡协调等特点,提出 一种农村居民感知为导向的人居环境质量分级评价模型。首先,为刻画农村居民需求感知 与实际评价之间的差异,结合 KANO 模型、参考水平依赖及心理落差思想,设计并建立涵 盖魅力质量、期望质量、必备质量、无差异质量等五级分段达成标度函数。其次,针对传 统多参考方法整合多项指标时未考虑属性补偿关系、计算复杂以及信息损失等局限问题, 基于犹豫模糊元提出一种新的联合强弱效能以兼顾整体和局部水平的人居环境质量多参考 解方法。最后,将所提方法用于解决云南省 16 个州市农村人居环境质量评价问题,以验证 该方法的适用性和合理性。

Abstract:
The grading evaluation of rural living environment quality is an important link in measuring the current process of environmental improvement and construction, identifying major shortcomings for continuous improvement. For the heterogeneity of opinions on the quality of living environment, diverse vision demands, and the need for balanced coordination, a rural residents"" perception oriented grading evaluation model for living environment quality is proposed. Firstly, in order to depict the differences between the perceived needs of rural residents and their actual evaluations, a five level segmentation scale function covering charm quality, expected quality, essential quality, and indifference quality is designed and established by combining the KANO model, reference level dependence, and psychological gap thinking. Secondly, in response to the limitations of traditional multi reference methods that do not consider attribute compensation relationships, computational complexity, and information loss when integrating multiple indicators, a new joint strong weak effectiveness method based on hesitant fuzzy elements is proposed to balance the overall and local levels of human settlement environment quality multi reference solutions. Finally, to verify its applicability and rationality, the proposed method is applied to address the evaluation of rural living environment quality in 16 prefectures and cities in Yunnan Province.
